Instagiffer makes it easy to GIF directly from video files, online video sites like Youtube or anything on your screen (ie. Netflix, games, etc).

Instagiffer creates animated GIFs directly nearly any video file format (mkv, flv, avi, mp4). It is easy to use, completely free, and doesn't put any ads on your GIF. Just add a video or URL, tweak your settings and upload to your favorite social media site. Instagiffer's simple interface makes it a great choice beginners. • Make beautiful cinemagraphs. Use the mask tool under the Frames menu to paint the regions you want to move. Everything else will stay frozen. Don’t forget to check “Cinemagraph” on the effects panel. Give it a try, it’s easy!

v1.64 (2016-03-23):

• We’re trying to make the effects a little more useful. Be honest, who actually used “Oil Paint”?  Effects are now on a separate dialog and as you make changes, you are given a live preview. Each filter also has tweakable parameters which we will be expanding in the future. Please suggest any other cool filters you’d like to see (need screenshots!) along with a really cool name like “Canned Cheese”, or “Wet Newspaper” and we’ll add it!
